GAFI Deputy CEO Participates in Seminar on “The Singapore Convention: Prospects and Challenges of Implementation in Egypt”

Dr. Eman Mansour:

- An effective dispute resolution framework is one of the most important indicators investors rely on when assessing countries’ competitiveness and the attractiveness of their business environments.
- Implementing the Singapore Convention in Egypt reflects the state’s adoption of modern legal instruments that support the swift and effective enforcement of commercial settlements and enhance the confidence of both domestic and foreign investors.

In line with the directives of Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade, to attract further domestic and foreign investment to the Egyptian market, promote a culture of commercial mediation, and strengthen confidence in the investment climate, Dr. Eman Mansour, Deputy Chief Executive Officer of the General Authority for Investment and Free Zones (GAFI), participated in the seminar entitled “The Singapore Convention: Prospects and Challenges of Implementation in Egypt.”. The seminar was organized by the British University in Egypt in cooperation with the United Nations Commission on International Trade Law (UNCITRAL), with the participation of experts, academics, and policymakers.

Dr. Eman Mansour affirmed that an effective dispute resolution framework is one of the most important indicators investors rely on when assessing countries’ competitiveness and the attractiveness of their business environments. She noted that investors seek not only opportunities, but also confidence and certainty.

She added that implementing the Singapore Convention in Egypt does not merely represent the fulfillment of an international obligation, but also reflects the state’s adoption of modern legal instruments that support the swift and effective enforcement of commercial settlements, enhance the confidence of domestic and foreign investors, and consolidate Egypt’s position as a regional hub for investment and dispute resolution.

Mansour also reviewed GAFI’s efforts, through the Investor Dispute Settlement Center, to promote a culture of amicable settlement and develop the institutional mediation framework in line with international best practices, thereby enhancing the efficiency of the investment environment.

The seminar featured extensive discussions on the opportunities offered by the Singapore Convention to enhance the competitiveness of the Egyptian economy, as well as the legislative and practical challenges associated with its implementation. Participants emphasized the importance of cooperation among government entities, academic institutions, and legal experts in strengthening the commercial mediation framework and consolidating Egypt’s position as a regional hub for dispute resolution.
