The Prime Minister witnesses the signing ceremony of a cooperation protocol on the first
e-offering of a number of agricultural and residential development clusters in Sinai
Dr. Mostafa Madbouly, Prime Minister, witnessed today at the House of
Representatives headquarters the signing ceremony of a cooperation protocol on the first
e-offering of a number of residential and agricultural development clusters through
contracting under the system of ownership, between the General Authority for
Investment and Free Zones (GAFI) and the governorates of North and South Sinai, and
in the presence of Mr. Mahmoud Shaarawy, Minister of Local Development.
The protocol was signed by Mr. Khaled Fouda, Governor of South Sinai, Mr. Mohamed
Abdel Fadil Shousha, Governor of North Sinai, and Counselor Mohamed Abdel Wahab,
GAFI CEO.
This protocol aims to let GAFI implement the e-offering procedures for 17 development
residential and agricultural clusters with a surface area of 5705 feddans. It will also
provide 1141 opportunities in accordance with the terms, controls and provisions of Law
No. 14 of 2012, its executive regulations, and their amendments regarding integrated
development in Sinai Peninsula, and in accordance with the conditions booklet prepared
by the two governorates in this regard, through GAFI's investment map website. The
protocol also aims to implement the procedures of the electronic lottery for the
submitted applications, and to announce its results through the aforementioned website.
After signing the protocol, the Prime Minister stressed that signing this protocol comes
within the framework of the political leadership’s directives towards continuing the
comprehensive development efforts in Sinai Peninsula, especially land reclamation
projects, which aim to increase the agricultural area in Sinai, establish development and
residential communities, and settle a number of Egyptian families and citizens from
different governorates in Sinai; by maximizing the economic and agricultural returns,
providing job opportunities to counter the population increase on one hand, as well as
achieving optimal utilization of resources, and providing a decent life for citizens on the
other hand.
On his part, Counselor Mohamed Abdel Wahab indicated that GAFI is considrerd as a
public economic authority specialized in regulating investment in Egypt and working to
encourage it, in addition to developing, managing and promoting its affairs in a way that
achieves economic development plans. Moreover, GAFI is responsible for making a
database and a map of available investment opportunities and projects, as well as
targeted investment activities and following them up through the investment map,
which contributes to facilitating all matters for investors as well as stimulating and
encouraging investment in all fields to support the Egyptian economy and achieve
comprehensive development.

GAFI CEO explained that these clusters will include 10 development clusters in North
Sinai and 7 development clusters in South Sinai, noting that each opportunity includes
an area of 5 agricultural feddans, completely provided with utilities, and a house with
an area of 200 m2
, and such opportunity will be under the system of ownership.
In reference to the offering process, Counselor Mohamed Abdel Wahab indicated that
the entire process will be completely electronic during all its various stages, starting from
checking and withdrawing the terms of reference, moving to the possibility of paying
any fees, conducting the lottery and announcing the results electronically through
GAFI's investment map website www.investinegypt.gov.eg, during the period between
October 6, 2021 and November 5, 2021, and submitting and uploading documents
electronically on the same website during the period between October 6, 2021 and
December 31, 2021.
He added that due to GAFI's keenness to support and assist citizens, and facilitate the
application procedures of such offering, an operations room was established to assist
citizens in the application process, with telephone numbers to communicate with the
room, and those in charge of the process of receiving such applications were trained in
the governorates of North and South Sinai. In addition, 3 offices equipped with GAFI’s
Investor Service Centers (ISCs) will be available to assist in submitting such applications
electronically, noting that two of these offices are located at the ISC in Ismailia, one of
them is allocated to North Sinai Governorate, and the other to South Sinai Governorate,
while the third office is located at the ISC at GAFI's headquarters in South Sinai. He
also pointed out that all citizen services offices in the governorates of North and South
Sinai will be available to assist in submitting such applications electronically
