Investor`s agent certification services

As part of GAFI's Investors Services Network (ISN), the investor's agent certification services aim at qualifying and certifying such professionals who work as a link between investors and GAFI. Throughout the services, the professionals will be prepared to apply for and providing all GAFI's services online without having to resort to any paper-based services, thus contributing to transforming GAFI into a digital authority.

It is worth noting that, these services were created at GAFI based on conclusions contained in a study entitled: "GAFI's Digital Transformation Requirements: An Approach to Qualification and Certification". This study has been assessed and adopted by GAFI's Board of Directors in its sessions dated December 2, 2018 and February 11, 2022 respectively.

These services will be provided by GAFI's Investors Agents Center (IAC), which is the executive body mandated to create the ISN. IAC's core mission is to qualify and certify professionals engaged in investment fields, after they successfully pass the qualifying programs. To do so, IAC has prepared an action plan encompassing four levels of small-to-big qualifying programs as follows:

  • Level One (E-incorporation Certified Delegate Program):

This program aims at qualifying participants to incorporate sole proprietorships and partnerships online as requested by investors.

  • Level Two (E-incorporation Certified Agent Program):

In addition to qualifying participants to e-incorporate sole proprietorships and the partnerships included in Level One, this program aims at qualifying participants to incorporate corporations, including joint stock companies, limited liability companies, and partnerships limited by shares online.

Preparations have been made for the implementation of this program, and submission will be made available soon.

  • Level Three (Investors Online Certified Agent Program):

This program aims at qualifying participants to apply for and obtain all post-incorporation investment-related services provided by GAFI's various sectors such as providing approvals/licenses/permits, ratifying minutes of meetings, providing technical services, providing governmental services, conducting dispute settlement/resolution, conducting project economic evaluation …etc.

Currently, preparing for implement this program is being done.

  • Level Four (Investment Certified Expert Program):

This program aims at qualifying and certifying participants as specialists in (i) certain investment sectors such as agriculture, industry, or others; (ii) a certain investment operation framework such as Free Zones Framework or Investment Zones Framework; or (ii) a certain investment-related field such as start-ups, corporate social responsibility…etc.

These programs have been designed to assist all GAFI's specialized sectors providing investment-related services. The assistance comes in the form of well-qualified and experienced agents dealing with these sectors.When designing the previous programs, priority was given to making the programs interdependent and progressive; meaning that it is not permissible to participate in Level Two, i.e. E-incorporation Certified Agent Program, without passing Level One, i.e. E-incorporation Certified Delegate Program, and so on. Moreover, the programs have been designed to progressively cover all investment services and topics in an integrated and coherent manner.

In order to enroll in any of investor's agent certification programs, the applicant must:

  1. Be a holder of a Bachelor of Law; a Bachelor of Business degree; or a relevant university degree, provided that the holder of the latter has work experience in the field of investment services for a period of not less than two years. In such case, the applicant of the program has to determine a list of companies to which he/she provided these services. Employees of public companies involved in various investment services – and who wish to be certified by GAFI -  must submit an experience letter, from the companies they work for, stating the period of their experience in the field of investment services until the time of their participation in these programs, provided that they have obtained a Bachelor of Law or a Bachelor of Business or a relevant university degree;
  2. Be able to use the computer (lap top) and bring it during the qualifying program;
  3. Have a credit card issued from one the banks to be able to pay electronically;
  4. Pay the participation fees of qualifying programs through the e-payment available on the GAFI's website or payment at GAFI premises in Cairo and the governorates, or through direct transfer in Egyptian pounds from the participants' accounts in the various banks to GAFI's account in the Central Bank of Egypt, whose number is (9/450/885191/3); and
  5. Pass the certification tests conducted at the end of each qualifying program, and comply with all the rules and requirements set by IAC at GAFI.


The original following documents must be submitted for verification when attending the qualifying program, in addition to a scanned copy of such documents to be archived at IAC.

1. Application form of the qualifying program (the original document will be archived at IAC).

2. Acknowledgement of the program certificate applicant (the original document will be archived at IAC).

3. University certificate (Bachelor of Commerce, Bachelor of Law, or any relevant university degree).

4. A criminal record addressed to GAFI (the original document will be archived at IAC).

5. Military status/exemption certificate.

6. (1) identity photo.

7.  Valid national ID.

8. The original receipt of qualifying program fees (The original document will be archived at IAC).

9. A credit card from a bank that allows e-payment.

 


In light of the approval of GAFI BoD no. 11-2/2022, GAFI's service fees in return of qualifying investors agents through the participation in the four IAC qualifying programs was specified as follows:

In case of participation of a group of investors agents in the qualifying program, the following percentages will be deducted from the qualifying programs fees for levels two, three and four:

  • In case of participation of a group of two persons, 10% will be deducted.
  • In case of participation of a group of three persons, 20% will be deducted.
  • In case of participation of a group of five persons, 30% will be deducted.

The service channels include the electronic portal and IAC at Bedaya Center in GAFI's building located in Al-Sefarat District, in addition to an e-mail "isn@gafinet.org.eg" created to deal with those targeting certification services of investors agents.
